Recent studies on innovation systems have not paid enough attention to the role that vocational training centers and technical workers can play in innovation processes. This study starts from a review of the state of the art in the international literature and, based on a survey of industrial SMEs, complemented by qualitative interviews with managers of VET centers, SMEs and institutional actors, analyzes the incidence and extent of the different types of relationships between VET centers and firms in the region of Navarra (a region with a high level of industry and VET). The results show that, while the functions of human capital preparation and insertion in companies have a remarkable level, less traditional objectives of VET centers such as continuous training and support for innovation have a limited scope to date. On the part of companies, there is an incipient recognition of the role that technical workers can play in innovation processes although, in general, the VET system and the innovation system are insufficiently connected.

The World Bank (2018) estimates that the average investment curve in education in the world, between 2000 and 2018, ranged from 4.163% of GDP to 4.487%. This does not deny that countries such as Cuba allocate 13% of their GDP to education while in Africa we find indicators well below the world average. We know that in many of our countries the budgetary weight of the teachers’ payroll can go from 75% to 85% of the resources allocated to education. This figure should be assessed within the framework of the Incheon agreement, Korea (2015) in which it was contemplated that 6% of the GDP of each country should be the minimum GDP allocated to education.
Within this framework we should value what is happening with the quarantine and the call of the ministries to virtual education. As I have insisted in my articles, while governments are incapable and overwhelmed to guarantee internet, computers and content, the transnationals of information technology, cloud architecture and digital educational content, have more than a decade preparing for the current pedagogical juncture, for the «D» day that will enable them to build hegemony over the beginning of the transition between the third and fourth industrial revolution at the school level.

Students with special educational needs had learning difficulties during the pandemic. Especially during the three months of quarantine, children and adolescents with dyslexia showed less reading activity and less motivation to read. Parents of children with dyslexia reported a significant increase in stress, and almost all parents of children with special educational needs reported difficulties in establishing study routines, negative effects on learning, and insufficient help from teachers on how to support their children’s learning (Soriano Ferrer et al., 2021).
The program for 2018-2020, with a total budget of 1.2 million EUR (with a contribution of 80% from the European Social Fund operational program for Extremadura) enabled the participation of 1 053 young people from the Roma community. This is a significant increase compared to the 2016-2017 program, which only had 604 participants.
